I had the same issue but realised the same day as the submission day. For webGL:
In Unity (version 2020.1.3) I went to Project Settings -> Player and under Settings for WebGL, the Publishing Settings, and set Compression Format to Disabled.
If you can, contact some mods (on discord), do this change and ask them if you can resubmit due to Build problems
